County delays emergency land-use law, will allow testimony

They keep passing the buck," said 72-year-old Kenneth Bigham of Sams Valley. "They're just waiting for the older people to die. It's not right."

Bigham is one of 571 property owners who received a waiver of land-use regulations from Jackson County commissioners that he's worried may no longer be valid.

Commissioners had scheduled a first reading of an emergency ordinance that deals with the thorny issue of vested rights under Measure 49, but said no public testimony would be allowed today.

After public outcry, however, commissioners decided to delay a first reading of the ordinance. Both the first and second reading of the law is now set at 9:30 a.m. on the same day, March 12, at the Jackson County courthouse. The public will have the opportunity to speak on the issue then.

Boil a large pot of water; cook the pasta until al dente, according to package instructions.

While the pasta is cooking, combine the ricotta, milk, water, vegetable stock or chicken broth, garlic, and Parmesan cheese in a food processor or blender; process until creamy and smooth. Stir in remaining ingredients.

When the pasta is done, drain it well. Rinse the pasta cooking pan with warm water. Return the pasta to the pan, add the sauce, and toss. Taste and adjust the seasoning.

Advance Preparation

The sauce will keep in a covered container in the refrigerator for up to 2 days. Bring it to room temperature before tossing with freshly cooked hot pasta.

Fingerprints aren't just for fingers anymore. Now, they could be an important new tool for fighting document forgery.

All paper, as well as plastic credit and debit cards, bears a unique "fingerprint" of microscopic surface imperfections. According to Russell Cowburn, professor of nanotechnology at Imperial College London, detecting these unique patterns is easy to do with a portable laser scanner.

And it's cheap, too: "Our field scanners could be manufactured for $1,000 or less (when made) in volume," said Cowburn.

The detection process makes use of the optical phenomenon known as laser speckle. Light coming from a focused laser is coherent, or in phase, but when it strikes a microscopically rough surface like a piece of paper, the light is scattered, producing a pattern of light and dark "speckles." The scanner's photodetectors digitize and record this pattern.

Louise Aldrich Bugbee Wrote Well-Liked Column in Gazette

Louise Aldrich Bugbee, whose columns about the Island she so loved enlivened the pages of the Gazette for more than 30 years, died on Sunday in Crystal River, Fla. She was 94. She expressed that love in her writing about cooking, cats, nature, her neighbors on Circuit avenue in Oak Bluffs and in the Camp Ground — and in virtually anything else that captured her fancy.

Over the course of three decades, Mrs. Bugbee wrote some 1,500 On Circuit Avenue and All About the Town and On My Mind columns. As recently as three years ago, she was still writing them, remarking tartly (but with tongue in cheek) that she was jealous of the Louise Aldrich Bugbee Orchid that her orchid-growing son had named for her.

"I’ve worked hard, committed no crimes, accepted a few favors, but never asked anyone to earn my living for me — then that parasite stole my name and will keep it long after anyone remembers me," she wrote on her typewriter.
